China recently had a train crash that killed about 40 people. Nobody knows what really happened. Crash victims’ families and their supporters blame the government and its officials. The government officials try their best to make themselves innocent.
Many do not realize the extent of corruption in China. Probably most people in China have paid a bribe, or given a ‘gift’, gain advantage of some sort or another. The reason that some of corruption (the paying of favours, paying of bribes, giving of gifts, networks, nepotism ) is so hard to counter is that it is an intrinsic part of the Chinese culture.
It is easy to prosecute a few bad eggs. It is hard to prosecute bad egg producers.
Who are the bad egg producers? The government, the political system, the culture or the people?
